From that he could find out who was working obediently in the office. When the employer watched over the others work place privacy. It becomes an ethical issue. Form the side of the company it was good because nobody could kill the time and could do private work in the office. But from the side of personal freedom, it was bad because every people has the right of privacy to use his creative mind, he should be free.
